Odesa, a historic port city on the northwestern Black Sea and a key cultural and economic hub in southern Ukraine, has faced severe impacts since the full-scale Russian invasion in 2022—including missile strikes, infrastructure damage, and major disruptions to port operations, underscoring the fragility of critical infrastructure and the urgent need to integrate energy security and climate resilience into recovery planning.
Since 2022, the war has triggered severe, multifaceted ecological disasters across Odesa’s coastal zones, marine ecosystems, and urban buffers. Impacts include mass marine mammal die-offs, extensive chemical and fuel spills, munition pollution, and drastic ecosystem disruption—although restricted human activity along parts of the coast has provided limited, localized respite for wildlife.
The war has also placed immense pressure on coastal and marine systems. Relentless missile strikes, naval activity, and acoustic pollution have caused widespread ecological damage, including tens of thousands of dolphin deaths due to disorientation and trauma, mass bird mortality and displacement from nesting areas, and severe contamination from oil, fuel, and industrial spills. These pollutants—originating from damaged port infrastructure and maritime incidents—have spread across vast coastal areas, harming marine life and settling into seabed habitats, creating long-term ecological risks. Coastal wetlands and sensitive habitats have been disrupted by military activity, sea mines, and physical alterations to shorelines, while paradoxically, restricted human access in some areas has allowed limited, temporary recovery of certain ecosystems.
Odesa has also been a primary target of repeated air strikes, with recent attacks involving missiles and combat drones causing significant damage to energy infrastructure, leaving dozens of settlements without electricity and tens of thousands of residents affected. Residential buildings, educational facilities, and commercial areas have been hit, while port infrastructure—including warehouses and administrative buildings—continues to suffer extensive damage. Civilian casualties and displacement remain ongoing concerns as emergency teams respond to repeated strikes.
Urban systems are also under strain. Repeated air strikes have damaged energy infrastructure, residential areas, and public facilities, while environmental degradation—combined with reduced green cover and heat stress—has increased vulnerability for already at-risk populations. At the same time, restricted access to coastal zones has created limited “accidental refuges” where some ecosystems have temporarily recovered, highlighting both the resilience and fragility of these environments.
Climate risks are intensifying. Rising temperatures, frequent heatwaves, sea-level rise, and coastal erosion are no longer future threats—they are already shaping daily life. With projections pointing to even harsher conditions by 2050, rebuilding without climate resilience would only deepen vulnerabilities.
Odesa’s coastline, urban systems, and communities all face mounting pressure. From heat stress in densely built neighborhoods to ecological degradation along the coast, the need for smarter, forward-looking solutions is urgent.
The project Coastal and Urban Climate Resilience for Post-War Recovery in Odesa is to strengthen Odesa’s post-war climate resilience by co-developing an integrated Climate Resilience Strategy, Action Plan, and Investment Roadmap focused on coastal and urban adaptation, through inclusive, participatory planning and evidence-based approaches.
The initiative is implemented by the Grant Office Odesa 5T (Odesa City Council) with support from DPF, strengthening Polish–Ukrainian cooperation in marine ecosystem protection and climate resilience. DPF also plays a central role in supporting the Odesa Associated Region through a team of experienced. The P2R (Pathways2Resilience) project in Odesa is fully supported by an EU grant. The initiative helps the Odesa region develop local climate resilience pathways and secures financial subgrants funded by the European Union.
Project outputs will be integrated into Odesa’s existing urban and regional planning frameworks. The Climate Resilience Strategy and Action Plan will be designed to align with Ukraine’s National Adaptation Strategy 2030 and EU environmental standards, increasing the likelihood of public investment uptake.
Recovery is not just about reconstruction—it’s about transformation.
